Cecilia was born in 1876 in Aruba.  Cecilia's father was Eustachius Flanegin and her mother was María Marcelina Vrolijk. She had nine brothers and seven sisters, named Juan, Lourens, Jan, Cajus, Domingo, Pedro, Ciriaco, Teolindo, Mario, Sarafina, Petrona, Christina, Clemance, Maria, Ruperta and Wilhelmina.  She was the third oldest of the seventeen children.  She died at the age of 17 in 1893 in Aruba.
