Parker was born on August 28th, 1803 in Kittery, York County, Maine.  Parker's father was David Spinney and his mother was Lydia Paul.  His paternal grandparents were Ebenezer Spinney and Phebe Cole; his maternal grandparents are Stephen Paul and Barthsahba Weare. He had seven brothers and eight sisters, named Stephen, Ebenezer, Parker, David, Paul, Alvah, Joseph, Barthsehba, Lydia, Hannah, Phebe, Pauline, Lydia, Lydia and Rowena.  He was the nineth oldest of the sixteen children.  He died at the age of 70 on August 13th, 1874 in Milton, New Hampshire.
