Parker was born on August 3rd, 1796.  Parker's father was David Spinney and his mother was Lydia Paul.  His paternal grandparents were Ebenezer Spinney and Phebe Cole; his maternal grandparents are Stephen Paul and Barthsahba Weare. He had seven brothers and eight sisters, named Stephen, Ebenezer, David, Parker, Paul, Alvah, Joseph, Barthsehba, Lydia, Hannah, Phebe, Pauline, Lydia, Lydia and Rowena.  He was the fourth oldest of the sixteen children.  He died by stillbirth or at birth on August 3rd, 1796.
