Josefa Manuela was born in 1755 in Cumana.  Josefa Manuela's father was Luis Beltran García de Urbaneja y Cortes and her mother was Josefa Manuela Sanchez Vallenilla.  Her paternal grandparents are Antonio García de Urbaneja y Andrade and Josefa Francisca Manuela Cortes y Osorio; her maternal grandfather was Dionisio Sanchez Ramirez de Arellano and her maternal grandmother is Ines Maria De Vallenilla y Bocanegra. She had seven brothers and eight sisters, named Juan Crisostomo, Antonio, Luis, Dionisio, Jose Francisco, Manuel María, Juan Felipe, Ines Maria, Maria del Rosario, Maria Francisca, Antonia, Narcisa, Leonarda, Juana Rosa and Agustina.
