Howard was born on March 30th, 1924 in Hampden. Howard's father was Franklin William Brooks and his mother was Annie Elizabeth Mather. His maternal grandparents were Samuel Cowley Mather and Elizabeth Cooper. He had three brothers and four sisters, named Arthur, Walter, Lawrence, Bertha, Margaret, Helen and Emma. He was the youngest of the eight children. He died at 6 months old on October 23rd, 1924 in Hampden.
