Frederick was born in 1824 in Saint Paul in the Bail, Lincoln, England and his christening took place on November 24th, 1824 in Saint Paul in the Bail Church, Lincoln, England.  Frederick's father was Richard Rack and his mother was Anne Skidmore.  His paternal grandparents were William Rack and Sarah Mumby. He had five brothers and three sisters, named John, Thomas, Richard, Richard, William, Sarah, Mary and Anna.  He was the second youngest of the nine children.
