Mildred was born in 1927. Mildred's father was Sylvester V. Staggs and her mother was Effie E. Ray (Staggs). Her paternal grandparents were James Naseworth Staggs and Sara Jane Staggs (Staggs); her maternal grandparents were James M. Ray and Mary E. Pigg. She had three brothers and two sisters, named Eugene, Otis, James, Myra and Mary. She was the youngest of the six children.
