James was born in 1923. James' father was Sylvester V. Staggs and his mother was Effie E. Ray (Staggs). His paternal grandparents were James Naseworth Staggs and Sara Jane Staggs (Staggs); his maternal grandparents were James M. Ray and Mary E. Pigg. He had two brothers and three sisters, named Eugene, Otis, Myra, Mary and Mildred. He was the second youngest of the six children.
