Walter was born in September 1885 in Tennessee.  Walter's father was William Sisco and his mother was Alice R. Clayton (Sisco). He had five brothers and two sisters, named Adison, Samuel, Will, Moore, Clark, Lula and Bessie.  He was the third oldest of the eight children.
