James was born in 1890 in Mile End, Middlesex.1   James' father was William Henry Rowley and his mother was Jane Elizabeth Newman. He had two brothers and a sister, named William, Thomas and Annie.  He was the second youngest of the four children. He had a half-brother and four half-sisters, named Charles, Jane, Sarah, Emma and Harriet.
