Thomas was born in 1836.  Thomas' father was Joseph (Farmer/Publican) Payne and his mother was Ann. He had four brothers and five sisters, named William, Charles, John, Richard, Sarah, Margaret, Rhoda, Ann and Eliza.  He was the fifth youngest of the ten children.
