Isabel was born in 1866 in Surrey.1 2 Isabel's father was Ronald Baxter and her mother was Isabella. Her paternal grandparents were Robert Baxter and Barbara Miller. She had two brothers and three sisters, named John, James, Henrietta, Mary Ann and Jennett. She was the youngest of the six children.-
