Thomas Baldwin was born in 1769 in Charlotte County, Virginia.  Thomas Baldwin's father was Joseph Marshall and his mother was Judith.  His paternal grandparents were John Wilkins Marshall Sr and Hannah Baldwin. He had two brothers and a sister, named John Thomas, Joseph and Ann.  He was the third oldest of the four children.  He was fostered by Richard Davenport & partner who also fostered Ann.
