Phillip was born about 1729 in Charles City County, Maryland.  Phillip's father was Samuel Love and his mother was Mary Abbott.  His paternal grandparents were Thomas Love and Lucia Lucie Dobson. He had four brothers and a sister, named Samuel, Charles, William, Jose and Nancy.  He was the fifth oldest of the six children.
