Noboru was born on October 17th, 1924. Noboru's father was Keisuke Motoi and his mother is Sei Teshironi. His paternal grandparents were Matsusaburo Motoi and Ei Ono. He had two brothers and three sisters, named Hisashi, Takeshi, Keiko, Teruko and Yasuyuki. He is the second oldest of the six children.
