Rand was born on August 16th, 1911 in , , Arkansas, USA.1 Rand's father was William Parks Shipley and his mother was Belle Purdion. His paternal grandparents were Elijah Shipley and Angeline Boyd. He had three brothers and two sisters, named Raymond, Everett, Earl Preach, Martle and Wanda. He was the third youngest of the six children. He had a half-brother and a half-sister, named Walter E. and Fannie Malinda Sary Algeline. He died at the age of 57 on July 16th, 1969 in , , Louisiana, USA.
