Billie was born in 1917 in Lee Co, NC. Billie's father was Neuma Cleveland Latta and his mother was Mary Roberts. His maternal grandparents were Ellis Roberts and Nannie Mangum. He had two brothers and three sisters, named Jackson, Numa Cleveland, Marie, Nancy and Beatrice.General Notes
