Peris was born on March 3rd, 1848 in Holmes, Crawford County, Ohio. Peris' father was Jedediah Cobb and his mother was Nancy A. Hillard. His maternal grandparents were Peris Hillard and Clarrisa Kimball. He had two brothers and seven sisters, named Asa, Elam Jedediah, Clarissa, Charlotte, Rebecca, Lucy, Catharine E., Sarah Jeanette and Nancy Ann. He is the fifth youngest of the ten children.-
