Cecilie was born about 1456 in of, Ragland, Monmouthshire, England. Cecilie's father was William Herbert and her mother was Anne Devereux. Her paternal grandparents were William Thomas and Gwladus Verch Dafydd; her maternal grandfather was Walter Devereaux and her maternal grandmother is Elizabeth Merbury. She had six brothers and five sisters, named Walter, George, Philip, John, Thomas, William, Margaret, Maud, Isabel, Anne and Catherine. She was the fourth youngest of the twelve children. She died in 1499.-
