Simpson was born in 1842 in Kentucky. Simpson's father is Fielding Skaggs and his mother is Sally Perry. His paternal grandfather was William Squire Skaggs and his paternal grandmother is Mary Pierce. He has four brothers and three sisters, named Fielding W., William, Stephen, Jeremiah, Cela, Rachel and Elizabeth. He is the fourth youngest of the eight children.-
