Rachel was born in 1770 in North Carolina. Rachel's father was James ,Jr. Skaggs and her mother is Mary Unknown. Her paternal grandparents were James Skaggs and Rachel Unknown. She had five brothers and three sisters, named Henry, James ,3rd,Rev., William Squire, Stephen, Jeremiah, Jenny, Loveless and Mary Elizabeth. She was the fifth oldest of the nine children. She died at the age of 100 in 1870 in Green Co.,Kentucky.-
