Peter ,Jr. was born in 1803 in Virginia. Peter ,Jr.'s father is Peter Skaggs and his mother is Martha Cothron. His paternal grandparents are Zachariah Skaggs and Anne Unknown. He had six brothers and four sisters, named Lewis, Solomon, John Patrick, Jeremiah, Moses, Christian, Nancy, Isabelle, Rutha and Linney. He is the fifth youngest of the eleven children.
