Jane Rebecca was born in 1832 in Kentucky. Jane Rebecca's father was John Cannon Skaggs and her mother is Lucinda Shofner. Her paternal grandparents are David Skaggs and Margaraet Cannon. She had a brother and a sister, named Benjamin Owen and Sarah Ann. She is the second oldest of the three children.-
