Franklin was born on March 2nd, 1831 in Paw Paw, Morgan or Hampshire County, Virginia. Franklin's father was Samuel Sutton and his mother was Margaret Critton. His maternal grandparents were John Jr Critton and UNKNOWN Barbara. He had five brothers and a sister, named Isaac, William, Samuel, Fenton, Critton and Letty Ann. He was the fourth oldest of the seven children. He died at the age of 73 on June 9th, 1904 in El Paso, Woodford County, Illinois.
