Joseph Allen was born on May 22nd, 1838 in Blue Sulphur Springs, Greenbrier County, Virginia. Joseph Allen's father was Peter Shaffer and his mother was Mary George. His paternal grandparents were Christopher Shaffer and UNKNOWN Elizabeth; his maternal grandparents were Thomas George and Catherine McCoy. He had three brothers and six sisters, named George W., William, Thomas, Elisabeth, Mary, Rebecca, Sarah, Lucy and Francis. He was the fourth youngest of the ten children.
