General Paul was born on January 31st, 1874 in Roane County, West Virginia. General Paul's father was William Payne and his mother was Caroline Shaver. His paternal grandparents were Mitchell Payne and Emily J. Hendrix; his maternal grandparents were Paul Shaver and Susan Todd. He had a sister named Rosy Ann. He was the younger of the two children.
