Thomas was born in of,Monmouth,Monmouthshire,England and his baptism took place on April 9th, 1766. Thomas' father was Herbert Phillips Esquire and his mother was Mary Evans. His paternal grandparents were Thomas Phillips and Joyce Britton; his maternal grandparents were Thomas Evans Esquire and Sybil Williams.
