Frank was born on July 24th, 1908 in Monroe County, Indiana. Frank's father was John W. Shields and his mother was Nellie E. Stout. His paternal grandparents were William C. Shields and Elizabeth A. Deckard; his maternal grandparents were Emery L. Stout and Jincy A. Thornton. He had two brothers named Robert and Lloyd. He was the oldest of the three children.-
