Joshua Franklin was born in June 1872 in Peytona,Boone County,West Virginia. Joshua Franklin's father was William Macdonald Javins and his mother was Frances J. SMITH. His paternal grandparents were Daniel Watts Javins and Mary (Polly) Basham. He had four brothers and three sisters, named John Marcellus, Daniel Samuel, Lloyd Washington, James Thomas, Nancy Ellen, Sarah Margarett and Mary Rozetta. He was the third youngest of the eight children.-
