William was born in 1827 in Wisborough Green, Sussex and his baptism took place there on October 7th, 1827.1   William's father was Robert Steer and his mother was Sarah Voice. He had seven brothers and three sisters, named George, Henry, John, Robert, Thomas, Edward, Stephen, Elizabeth, Mary and Sarah.  He was the youngest of the eleven children.
