William was born in 1823 in Wisborough Green, Sussex and his baptism took place there on July 6th, 1823.1  William's father was James Steer and his mother was Rebecca Miram.  His paternal grandparents were George Steer and Mary Pellett. He had five brothers and three sisters, named Mark, George, James, Eli, Stephen, Mary, Jane and Ann.  He was the oldest of the nine children.  He died at the age of 62 in 1885 in Guildford Surrey.2
