Walter's father was William Steer and his mother was Julia.  His paternal grandparents were Thomas Steer and Jane Smith. He had two brothers and two sisters, named George, Tom, Eliza and Hariet.  He was the third oldest of the five children. He had a half-brother and three half-sisters, named William, Agnes, Annie and Nellie.
