Philip was born in 1848.1  Philip's father was John Steer and his mother was Mary Grills.  His paternal grandparents were Edmund Sture and Sarah Grills (of Charleton). He had four brothers and three sisters, named Edmund, John, Eli, Ebenezer, Mary, Elizabeth and <Unknown>.  He was the third youngest of the eight children.
