Jack was born in 1901 in Petworth.¹

Jack's father was Thomas Steer and his mother was Caroline. His paternal grandparents were William Steer and Mary Cobby. He had two brothers and two sisters, named James, William, Fanny and Ada. He was the second youngest of the five children.
