Harry was born in 1879 in Brighton Sussex. Harry's father was James Skinner Steer and his mother was Fanny Cheeseman.  His paternal grandparents were <Unknown> and Mary Ann Steer. He had two brothers and a sister, named Walter, Charles and Fanny.  He was the oldest of the four children. He had a half-brother named Alfred.
