Charles was born in 1862 in Wisborough Green, Sussex.1  Charles' father was Charles Steer and his mother was Ann Mariner.  His paternal grandparents were William Steer and Elizabeth Howick. He had three brothers and five sisters, named Reuben, Mordecai, Daniel, Catherine, Ruth, Martha, Elisabeth and Ann. He had an adopted sister named Alice.
