Thomas was born about 1887 in Cardiff Glamorgan.1   Thomas' father was William STEER and his mother was Annie STEER. He had two brothers and six sisters, named William, Samuel, Lily, Rose, Christian, Daisy, Flossie and Dorothy.  He was the fifth oldest of the nine children.
