Richard was born in 1809 in Compton, Surrey.1   Richard's father was Richard STEER and his mother was Letitia HOAR. He had three brothers and five sisters, named John, William, James, Elizabeth, Mary Anne, Ann, Harriet and Jane.  He was the fourth oldest of the nine children.
