Emma was born about 1887 in Exeter Devon.1   Emma's father was James STEER and her mother was Ellen STEER.  Her paternal grandparents are <Unknown> and <Unknown>. She had three brothers and four sisters, named Henry, James, Alfred J, Maud, Mabel, Beatrice G and Ethel C.  She was the third youngest of the eight children.
