Charles was born about 1900 in Icklesham, Sussex.1   Charles' father was James Alfred STEER and his mother was Elizabeth Jane STEER. He had a brother and four sisters, named James Alfred, Ruth, Blanche Julia, Muriel and Annie.  He was the youngest of the six children.
