Cecil was born about 1892 in Thorpe Hesley Yorks.1   Cecil's father was Thomas STEER and his mother was Emma STEER. He had two brothers and two sisters, named George Fredrick, Matilda, Eleanor and Gertrude.  He was the third oldest of the five children.
