Charles was born in 1874 in Birkenhead.1  Charles' father was Richard Henry Starkey and his mother was Ann Jane Roberts. He had two brothers and a sister, named Richard, James and Elizabeth.  He was the second youngest of the four children. He had a half-sister named Emily.
