Frank was born in 1900 in Tyldesley.1  Frank's father was George Seddon and his mother was Sarah Jane Seddon.  His paternal grandparents were Thomas Seddon and Ruth Riley; his maternal grandparents were Peter Seddon and Elizabeth Kay. He had a brother and a sister, named Robert and Louisa.  He was the youngest of the three known children.
