James was born on December 20th, 1841 in Buckley and his baptism took place on March 13th, 1842 in Hawarden.1 2  James' father was Peter Millington and his mother was Catherine Ellison.  His paternal grandparents were Peter Millington and Mary Boyle. He had three brothers named Peter, John and William.  He was the youngest of the four children.  He died at the age of 47 on December 31st, 1888.

‌James and Mary were married in a religious ceremony on December 31st, 1867 in Chester.4  They had two biological sons and a biological daughter, named John, Walter and Beatrice.  They also had an adopted son named James.
