Phoebe's father was James Mather and her mother was Jane Harwood. Her paternal grandparents were Thomas Mather and Phoebe (Feby) Duxbury. She had three sisters named Hannah, Mary and Sarah. She was the oldest of the four known children. She died at the age of 1 in 1856 in Darwen.¹
