William was born in 1654 in , Wigtownshire, , Scotland.  William's father was Patrick Milroy and his mother was Janet Miekleurick.  His paternal grandparents were John Milroy and Ada. He had six brothers named James, Gilbert, John, Thomas, Martin and Patrick.  He was the second oldest of the seven children.  He died at the age of 86 in 1740.
