Philip was born in February 1744 in Prince George's, Maryland, USA.  Philip's father was William Webster and his mother was Jane Elizabeth Gibbs.  His paternal grandparents were Joseph Webster and Winifred (Webster). He had four brothers and six sisters, named Thomas, William, John, James, Mary, Elizabeth, Sarah, Mary, Jane and Eleanor.
