William J. was born about 1865 in Kentucky.1 William J.'s father was Edward Thomas Ritter and his mother was Susan E. Foster. His maternal grandparents were Joseph H Foster and Celine Wilson. He had two brothers named Francis M. and Louis H.. He was the youngest of the three children.-
