Parker was born about 1885 in Temple Hill, Barren Co, Kentucky. Parker's father was Robert Elam Foster and his mother was Quintella E 'Quinnie' Wells. His paternal grandparents were James Ward Foster and Susanna Huffman. He had four brothers and two sisters, named James Riley, James H. R., Lud Paul, Chris Benton, Ada A. and Mary Bell. He was the youngest of the seven children. He died in Louisville, Jefferson Co, Kentucky.-
