William W. was born in 1869.1   William W.'s father was Jesse Welch and his mother was Mary.  His paternal grandparents were Richard Welch and Elizabeth Leach. He had three sisters named Mary C., Elizabeth J. and Olive G..  He was the second youngest of the four children.1
